Jacksonville Housing Authority Gets New Leadership

JACKSONVILLE, Florida. – The Jacksonville Housing Authority has selected a new interim executive director, who could begin work as early as Thursday.

Former JHA board member Roslyn Mixon-Phillips has been tapped to lead the agency until a permanent executive director is found.

Roslyn Mixon-Phillips could lead the Housing Authority as early as this week, but although her position is temporary, she could make some major changes while she’s there.

After months of turmoil, the Jacksonville Housing Authority said it is getting back on track.

“We are very excited to have been able to vote as a board to approve Ms. Rosyln Mixon-Phillips as interim executive director,” said Heather Horovitz, current president of the Jacksonville Housing Authority.

They hope the former board member will make JHA better.

“I think one of the things that she really brings to the table that I’m excited about is a great temperament and a lot of respect for this agency and what this agency does for the residents and the people of Jacksonville,” Horovitz said.

Horovitz said he has worked with the city, HUD and other leaders in the past. Mixon-Phillips may be the answer for the many renters and people seeking housing, as the agency is working on multiple projects.

The Jacksonville Housing Agency is optimistic about the future after a challenging year.

Former JHA CEO Dwayne Alexander resigned in January under scrutiny.

The city inspector general found, under his leadership, $2 million in “wasted” funds, as families spent less than 15% of that money on utility bills, for which federal funds were intended.

Following her departure, interim CEO Vanessa Dunn was appointed, who only served for six months before resigning amid allegations of unfounded, unethical and abusive behaviour.

“She recognizes that there are changes to be made and we welcome those changes and ask that if there are any changes in senior leadership, that she engage the board in those discussions,” Horovitz said.

Horovitz adds that Mixon-Phillips will have full power to make whatever changes are necessary to get the housing authority back on track.
